日本防衛省26日通過中期防衛政策報告，指出日本必須廣泛提升嚇阻與回應彈道飛彈的能力、建立自衛隊具備陸戰隊的功能，以防衛周邊島嶼。
日本將在今（2013）年12月公布新的防衛計畫大綱，防衛大臣小野寺五典26日提出中期報告中，指出大陸軍力急速現代化、大陸在釣魚台群島附近的海上活動日益增多，還有北韓的飛彈與核子發展計畫，都是日本的重大威脅。
報告認為，基於日本周邊的安全保障環境趨於嚴峻，有必要具備有實效性的防衛能力，為了防衛島嶼，有必要考慮充實或加強水陸兩棲部隊，讓部隊擁有如美軍陸戰隊的機動性因應功能。
為了強化針對大陸和北韓的防衛能力，日本認為應該探討引進無人偵察機。至於是否應該對大陸與北韓的飛彈基地發動先制攻擊，報告中並未載明。
鷹派的安倍晉三於2012年12月回鍋首相後，誓言要加強日本軍事力量，來應對日漸升高的周邊安全威脅，其中包括獨斷的大陸和不可預測的北韓。
