總統馬英九今（9）日表示，面對蓬勃發展的電子商務，我們沒有時間可猶豫，第三方支付應在年底前完成修法。（資料照）

行政院政務委員張善政今（9）日至國民黨中常會報告「第三方支付服務之推動及管理作為」，總統馬英九聽完報告後表示，當有新的挑戰出來後就要因應，否則就會落伍，只要能在年前完成修法，台灣與先進國家便不會相差太遠。
張善政在報告中指出，以PayPal為例，全球註冊會員超過1億3200多萬，去年總處理支付金額為1450億美元，約有4分之1屬於跨國交易；而在中國大陸興起的「支付寶」，截至去年底註冊會員總數已高達8億，今年第1季中國大陸第三方支付市場規模將近650億人民幣，支付寶便佔了百分之47.8。
總統馬英九聽完報告後表示，中國大陸從社會主義經濟變成資本主義經濟，不過短短幾十年，第三方支付卻能發展如此之快，所帶給我們的教訓就是，時代在變、環境在變、潮流也在變，許多作法過去是對的，但是當新的出挑戰來之後，我們就要懂得因應，否則就會落伍。
馬英九說，中國大陸的「淘寶網」，一年可做台灣七百多億元的生意，光是一個嘉義市就高達幾十億元，可見魅力有多大，面對蓬勃發展的電子商務，我們沒有多少時間可猶豫，政府不能因為不瞭解、沒經驗，就限制了有創意的年輕人發展，這一步踏出去非常重要，只要能在年底前完成修法，我們與先進國家就不會相差太遠。
