If you know the function for each of these words: a, too, large, amount; then you shall have no trouble to understand why it shall be written as "too large an amount",  

           a: an article, served as an adjective 
        too: an adverb, used to describe an adjective or a verb, 
               here it is for an adjective

     large: an adjective
 amount: a noun 

hence, 
for "too large an amount", the order of the function is " adverb, adjective, adjective noun"


for "a too large amount", the order of the function is " adjective,  adverb, adjective, noun".   

As you can see the order of the function for "a too large amount" is NOT correct.

If you want to use "a too large amount", you shall omit "a" as "too large amount".  

Using "should the economy..." is just to EMPHASIZE "should" by reversing the order of subject and verb.  

Originally, it is "if the economy shall ..."
