【大紀元2013年08月23日訊】 （大紀元記者徐清風綜合報導）美國總統奧巴馬8月22日推出一項新的大學排名計劃，為中產階級美國人提供可負擔的大學教育費用。白宮表示，美國公立大學的平均學費在過去30年來漲幅超過250%，而一般家庭收入只增長16%。

奧巴馬8月22日在水牛城的紐約州立大學發表演講時說，「我們在大學可負擔性和學生債務方面存在危機。」他表示，過去幾十年來，美國政府在監獄方面的花費甚至高於大學。他說，這是一個錯誤方向。奧巴馬計劃在他兩天的紐約州和賓夕法尼亞州之旅中進一步解釋和討論這一計劃。

根據全美教育統計中心的數據，2011年4年制大學本科生平均學費為每年1萬5900美元。目前，美國大學畢業生平均欠債2萬6千美元。

奧巴馬計劃到2015學年之前，按畢業率、轉學率、畢業收入、可負擔性，包括平均學費、獎學金、貸款債務、入學度、低收入學生所佔比例等對大學進行排名。

奧巴馬政府一位資深官員向《紐約時報》表示，「評估的一切要素對學生們選擇大學都重要。大學收取學費應該提供高水平的教育，並提供一定的安全度，這樣學生們不會無法償還債務。」

聯邦政府每年用於援助學生的資金為1500億美元，幾乎全部按照大學的註冊人數來分配，並不考慮畢業人數，或是學生將背上多 少債務。根據新提案，學生可以選擇就讀任何大學，包括公立院校和私立院校，但納稅人的援助將會向評分較高的大學傾斜。

奧巴馬計劃，從2018年開始把評分結果與聯邦財政援助聯繫起來。這樣一來，在排名靠前的學校就讀的學生可能會得到較多的聯邦撥款，以及更易於償還助學貸款。這樣做還需要國會新的立法。

奧巴馬還計劃減輕更多畢業生的債務負擔，允許所有的學生支付貸款額度不超過月收入的10%。目前僅有年薪為6萬美金或更低的畢業生可享受這一優惠。

【綜合報導】美國成人電影協會今日表示，由於有一名女演員在進行HIV檢驗時，呈現陽性反應，因此所有的A片拍攝全部暫停，直到相關檢驗報告全部出爐為止。

目前疑似感染愛滋的演員身分並未公布，但有消息指出是一名剛入行的AV女優。目前衛生單位正在對她的性伴侶進行HIV檢驗，成人電影公會表示，會等到所有檢驗報告出爐，確定沒有愛滋傳染疑慮，才會恢復A片拍攝。

（軍聞社記者林宜慶臺北廿一日電）國防部今日表示，因應「潭美颱風」帶來豪大雨對臺灣部份地區造成的影響，國軍配合花蓮、宜蘭、苗栗縣政府，協助執行鄉民撤離作業，共計撤離1,332人。

　國防部指出，國軍今日待命兵力計5萬2千餘人，派遣至各縣市連絡官計359員，截至晚間2100時，累計派遣兵力774人次、各式車輛67輛次，協助鄉民撤離1,332人、沙包裝填堆置10,190包。

　國防部進一步表示，國軍將賡續配合地方政府全力協助「潭美颱風」災援工作，確保民眾生命財產安全。

【綜合報導】美國加州一名曾在高中任職的31歲特教老師海珊(Summer Michelle Hansen)，在今年6月被控對多名未滿18歲的少年性騷擾，昨日該案開庭審理，海珊承認性侵5名少年，還把教室當賓館使用。

海珊指出，自己確實性侵5名少年，除了口交，還在自己所屬的教室內與男學生發生性關係。海珊也承認，她寄裸照給另一名男學生，而做愛地點也非常「多元」，包括停車場，以及校內其他公共空間和設施。

目前全案仍在審理中，但外界預料檢察官將對海珊求處13年有期徒刑。
