民進黨立委劉建國、陳亭妃召開記者會，指出食品大廠如佳格、美達、統一、泰山、大成、味全、光泉等商家，擔任財團法人食品工業研究所的董監事，但食品所又是進行GMP認證以及認證工廠追蹤查核的單位，質疑有「球員兼裁判」的疑慮，沒有利益迴避。

劉建國指出，GMP認證嚴謹，取得後還必須定期接受追蹤查驗，包含「普級」、「量級」、「優級」、以及「加嚴追蹤」四種等級，但執行追蹤查驗的食品所為何遲遲無法發現大統長基公司摻雜棉籽油成分？根據食品所提供的資料顯示，今年7月11日、9月18日，皆針對「大統高不飽和健康葵花調理油」、「大統花生風味特香調和油」、「大統調和特級胡麻油」等三種產品加嚴追蹤，卻仍未檢查出來。

食品所所長陳樹功回應，GMP計畫由工業局為推動食品產業水準，自20多年前開始推動，是自願性的認證機制，和強制性的法規不同。研究所有一組專業人員在做GMP後續查廠，任何一個工廠所受的待遇相同，與董事會組成不相干。至於過去查廠為何未能查出大統有問題，陳樹功說，這是惡意、有計畫的作假，在沒有公權力的情況下，無論從報告或到現場去比對，皆無法看出問題，這次是由檢察官介入行使司法官權力，才把手寫配方查出，如此層級，並非由自願性的方式就能查出。

【詹健全／綜合報導】由台灣女網一姊謝淑薇與中國彭帥組成的海峽女雙，在土耳其伊斯堡舉行的WTA年終總決賽的雙打決賽中，以6比4、7比5打敗俄羅斯組合瑪卡洛娃(E.Makarova)／薇絲妮娜(E.Vesnina)，奪下年終總決賽41年來亞洲球員的首座冠軍，兩人不僅可合得46萬美元(約1352萬台幣)冠軍獎金，謝淑薇世界排名更可望升至世界雙打第3。
 
謝淑薇／彭帥是WTA年終總決賽自1972年以來第三組挑戰雙打冠軍的亞洲球員，前兩次都是日本杉山愛分別在2003、2007年，可惜最後都功敗垂成只拿到亞軍，謝／彭決賽對手是今年法網女雙冠軍的俄羅斯組合瑪卡洛娃／薇絲妮娜，對手4強剛淘汰現任世界女雙球后組合義大利艾拉妮(S.Errani)／文西(R.Vinci)，顯示狀況極佳，賽前賭盤雙方賠率一樣，可見會是一場勢均力敵的比賽。
 
但謝／彭海峽女雙擁有8戰全勝的決賽無敵戰績，一開始首盤就在第2、6局攻破了薇絲妮娜的2個發球局，可惜謝淑薇的第7個發球局不保遭到破發，第8局本出現2個盤末點沒拿下，反被破發一度被追成5比4，幸好第10局第4個末點才辛苦地以6比4拿下。
 
第二盤俄羅斯組合急起直追，海峽女雙接連2個發球局都出現破發點，淑薇在第3、7的兩個發球局都不保，幸好第6、8局都回破，雙方打到5比5平手，關鍵第11局又是淑薇的發球局，雙方打了5次「丟士」，海峽女雙才辛苦保發，第12局搶到一個賽末點破發，終於辛苦地打下女雙冠軍，也延續了兩人9場決賽全勝的傳奇。

總統馬英九今日上午在內政部長李鴻源和警政署長王卓鈞等陪同下，出席警察專科學校68周年校慶，在滿場警校生大聲呼喊總統好的歡呼下，不用擔心抗議群眾，馬總統顯然心情很好。

馬總統勉勵警校生不只要專業，還要有人文品味，民眾水準不段提升，警察也不能落人後，警校在知識和視野上都要走在人民前面。

馬總統表示，警專為國家培養優秀人才，而警察的工作繁重又繁瑣，警校校友除了在警界外，在消防和海巡也都有不錯表現，打擊犯罪、保護良民讓他感到欣慰。總統說去年開始採取報案三聯單，使報案資訊準確可靠，暴力、竊盜、詐欺等犯罪逐步減少，總統透露他很關心治安問題，每個禮拜都看犯罪分析，過去一年刑事案件破獲率提高，尤其是暴力犯罪破獲率已達到96.94%，是17年來最好治安績效。

對於酒駕犯罪，總統表示酒駕是死亡率最高的犯罪，每一個人死亡代表一個家庭的破裂，「喝酒就不要碰方向盤」。總統說過去兩年來政府集中全力打擊酒駕，在修法後嚴格執行取締，今年1到9月的酒駕移送法辦4萬多件，創下近年新高紀錄，今年酒駕人數也比過去減少一半以上，希望今年酒駕死亡人數能夠降到260人以下。

標題[問題] htc sense5 鎖定畫面

這幾天，我才把蝴蝶更新到sense5。 有些功能發現找不到設定的地方在哪 或者，可能是被改掉。 因此本來我想向大家詢問兩個問題 一個是頁面循環 一個是鎖定畫面工具列 經爬文，有看到頁面的確被改成是不能循環的 ((T.T 不過鎖定畫面的問題，只看到大家對圓圈圈消失的感慨。 想問，之前鎖定的畫面，通話那行的工具列，在設定裡是可以選擇"不顯示"的。 現在我找不到了，不知道是我沒發現，還是已經不能改了？ p.s.1 頁面真的只能五頁嗎T..T 完全不夠用... p.s.2 sense4有個格形相框是不是也不見了orz... p.s.3 木頭計算機，你去哪了呢... -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 1.171.196.161

【大紀元2013年10月26日訊】（大紀元記者郭益昌台灣彰化報導）大統長基公司販賣混充油牟取暴利，同時添加對人體有害的「銅葉綠素」，衝擊國人食品安全疑慮，彰化地檢署25日以違反〈食品衛生管理法〉、〈刑法〉詐欺等罪起訴公司負責人高振利等人，並追究沒收7年來不法所得18.5億元。

大統混劣油販售，彰化縣衛生局行政裁罰3,040萬元，並因嚴重違反〈食品衛生管理法〉而遭勒令停工，彰化地檢署在全案爆發第十天後大動作，起訴高振利與調配室課長溫瑞彬、員工周昆明等，並因情節重大建請法官從重量刑高振利。

彰檢：大統摻劣油達7年

彰化地檢署襄閱主任檢察官黃智勇表示，從大統進口棉籽油算起，業者涉攙偽油品長達7年，估算不法所得高達18.5億元，除請法院從重量刑，詐欺罪應分論併罰，還追究沒收這些不法所得。

大統除原先橄欖油外，辣椒油、花生油、沙拉油等產品都被查出標示不符，業者添加棉籽油標示不實、攙偽及違規添加銅葉綠素等部分遭衛生局逐件裁罰，罰金高達3,040萬元，創下國內最高罰款紀錄。

高振利最高處40年徒刑

針對高振利等人刑責部分，黃智勇表示，共列舉被告涉及8大項詐欺罪責，每項罪責基本刑責為5年以下有期徒刑，依此換算，最高將被判處40年有期徒刑，依現行法令最高執行刑度為30年，將由公訴檢察官衡量後再具體求刑，以嚴懲不法廠商。

為防止高振利脫產，地檢署限制出境後，也進一步扣押高及大統長基16個銀行帳戶、29筆土地房屋，估計財產總值至少超過5億元。

食品非法添加擬罰5千萬

為杜絕不肖食品業者謀取暴利、危害全民健康。衛生福利部長邱文達25日在部務會議中下達指示，研擬加重〈食品衛生管理法〉罰責，並於26日召開專案會議。最新版本將在兩週內送達行政院審議。

該會議將研擬食品添加違法成分最高罰責，由現行1,500萬元提高至3,000萬元甚至5,000萬元；另標示不實部分也將加重罰款，由目前最高20萬元提高至400萬元，皆採一罪一罰。

衛福部次長許銘能說，已經啟動內部法規部門研商，一旦上路，將依違規事證重罰。關於總統馬英九建議調高刑責至3年以上，許銘能指出，或可調高至7到10年，但需要再與法務部討論。

【陳宏銘/台北報導】國產自有品牌Luxgen納智捷，預定在11月11日發表一款尺碼比現行U7 Turbo略小的國產運動休旅。原廠的邀請函中並未訂出車名，只以新生代中型SUV稱之，顯見車名都尚未完全定案，上市前獨家取得間諜照。不過目前從能源局公布的油耗資料來看，它是以Luxgen U5之名進行油耗測試。那文中暫時就用Luxgen U5來叫它。

據了解它的底盤是從Luxgen5 Sedan幻化而來，當然離地高會高一些，但實際上由間諜照來看，它的車體也不像一般SUV休旅那般高。推估動力車型會有1.8升渦輪、2.0升渦輪兩款，能源局已公布了2.0T的油耗，平均油耗是13.5km/L，比起U7有著長足的進步。

【何哲欣／台北報導】九月政爭引發人民對被監聽的恐懼，民間司法改革基金會上午開記者會，執行長林峯正說，從2008年到2012年5年間，台灣檢察官每年聲請監聽件數達1萬5312件，是美國的5.6倍，監聽案件與人口比例是0.044%，更是日本的1929倍，主因是在調查局、刑事局有兩個通訊監察中心，是違法的黑機關，難以監督，要杜絕非法監聽，應先將這兩個黑機關廢除。

與會的交大電機工程系教授蘇育德解釋，目前所有的通訊業者，都要另外拉線到通訊監察中心，民眾不論使用手機、網路，傳送聲音、圖象等訊息，都會先被通訊監察中心的機房攔截，檢警取得監聽票後，輸入特定號碼，就可以取得所有內容，再慢慢挑選想要的內容，但這種方式已違反《憲法》保障的秘密通訊自由，且是獨步全球，美國與日本都要有人在旁監督監聽者，且必須與犯罪有關的內容才能持續監聽。

林峯正說，這兩座通訊監察中心原本都是偷偷摸摸設置，之後才取得法源依據，但這種違法漂白的怪物，若不拆除，全民都會活在被監聽的恐懼中，將推動修《通訊保障及監察法》，要求政府拆除這兩個可怕的監控機器。

【王勇超／高雄報導】高市一名陳姓男子（52歲）21日清晨5時許，從家裏騎機車外出要到朋友的蕃茄園幫忙農事，行經高雄市仁武區仁心路，遭一輛淺灰色馬自達3轎車正面撞擊後，再撞到路旁電線桿後停住，肇事者棄車逃逸，警方趕抵時通知救護人員將陳男送醫急救，但仍傷重不治死亡。

警方調閱監視器，發現肇事者先徒步逃往超商，請店員代叫計程車，搭車前往仁武區仁心路一家汽車旅館；警方循車牌找上住鳳山區的車主，他才發現車子被人偷走。警方擴大調閱監視器畫面，昨晚在仁武區發現肇事嫌犯郭姓男子(20歲，有竊盜、侵占前科，目前妨害兵役通緝中)，將郭嫌逮回警局調查。

郭嫌供稱 ，20日在鳳山偷竊汽車當代步工具後，到鳳山一家檳榔攤闖空門，竊得數千元 。翌日清晨開贓車回汽車旅館途中發生車禍。

血癌在身的藝人「青蛙王子」高凌風，最近飽受帶狀疱疹侵臉的折磨，左眼一度腫到睜不開。俗稱「皮蛇」的帶狀疱疹（herpes zoster），跟水痘一樣是由水痘帶狀疱疹病毒（varicella zoster virus）引起的疾病，一旦得過水痘，未來就有機會得到帶狀疱疹。

到底水痘跟帶狀疱疹之間，有什麼密切連結？本周由專長感染醫學、疫苗學的呂俊毅醫師，告訴您一點就通的帶狀疱疹知識。

Q1：小時候發過水痘，跟中年後，長出帶狀疱疹有何關係？

水痘帶狀疱疹病毒是一種異常刁鑽的病毒，第一次感染後，會在皮膚形成非常搔癢難耐的水痘，待水痘結痂脫落後，病毒不會消失，它會繼續躲藏在人體的神經節裡，一輩子伺機而動。

一旦免疫力下降，就有可能以帶狀疱疹之姿現身，像高凌風這類長在眼瞼附近的帶狀疱疹，嚴重起來，有可能導致失明，有時還會伴隨有難以忍耐的帶狀疱疹後神經痛。

同時，帶狀疱疹不像水痘，只要長一次，就能終生免疫，往往會在人體免疫力下降時，再次降臨，較好發於罹患免疫疾病、癌症患者，以及50歲以上的中壯年人，在忙碌、過勞、熬夜時，都有可能會突然發病。包括前總統李登輝、日本的資深藝人中森明菜，都曾飽受帶狀疱疹的磨難。

而帶狀疱疹最讓人聞之色變的是帶狀疱疹後神經痛，其疼痛有如火燒、雷擊、針刺，相當難以忍受。

Q2：水痘有疫苗可施打，那帶狀疱疹有嗎？

有。帶狀疱疹疫苗是運用大劑量減毒的水痘帶狀疱疹病毒，誘發身體的免疫反應，讓藏在神經節的水痘帶狀疱疹病毒，不要再活化，劑量約是水痘疫苗的14倍，可與秋冬的流行性感冒疫苗一起施打，但不能與肺炎鏈球菌一起施打，因會讓抗體的濃度下降。

目前，台灣已有自費的帶狀疱疹疫苗可施打，僅需施打一劑，但價格高達7000元，可說是目前在台灣價格最令人咋舌的成人疫苗，在打完一個月後，可產生顯著的抗體反應，且越早施打保護力越佳，保護力可以持續很久，目前沒有追加施打的建議。
